Iran sends US a new proposal with seven conditions: Says talks will begin only if they are met; refuses to ...
Amid efforts to end the ongoing war between the United States and Iran, Iran has sent the US a new nuclear proposal. The proposal was conveyed to the US through Qatar. Iran has made it clear that it will begin talks on its nuclear programme and open the Strait of Hormuz only after its seven conditions are met.

Iran's seven conditions for talks
1. US sanctions must be lifted
Iran wants the US to lift the economic sanctions imposed on it. These sanctions make it difficult for Iran to trade with other countries and sell oil on the international market.
2. Money held abroad must be returned
Iran is demanding the return of its frozen assets deposited in banks in other countries. A large amount of Iran's money is stuck abroad because of US sanctions.
3. Compensation for wartime losses
Iran wants the US to compensate it for the damage caused to its bases, infrastructure and other assets during the war. Its conditions are also reportedly said to include a demand for compensation.
4. End the US naval blockade
The restrictions imposed by the US on Iran's ports and maritime trade should be lifted. The blockade is making it difficult for Iran to send and receive goods by sea.
5. Full freedom to sell oil
Iran wants the restrictions on its oil trade to be lifted. This would allow it to sell its oil to other countries in the international market and increase its earnings.
6. End attacks on Iran and its allies
Iran wants the United States and Israel to stop military action not only against it but also against its allied organisations in the region. It wants the scope of the war not to expand to other countries and organisations.
7. US troop deployment in West Asia to be reduced
Iran wants the United States to reduce its military presence in West Asia. It has demanded a reduction in the number of US military bases and troops deployed in the region.
Why are nuclear issues holding up negotiations?
The biggest point of disagreement between the US and Iran is Iran's nuclear programme. The US wants Iran to negotiate over its nuclear programme and provide assurances that it will not move towards developing nuclear weapons.
Iran, on the other hand, says the US must lift the sanctions and other restrictions imposed on it before discussions on the nuclear issue can begin.
In other words, both countries are willing to negotiate but disagree on where the talks should begin. The US wants to discuss Iran's nuclear programme first, while Iran wants economic and military restrictions to be lifted before negotiations.
Qatar mediates between the two countries
With direct talks between the US and Iran stalled, countries such as Qatar are playing a mediating role. This time too, Iran has sent its proposal to the US through Qatar.
Qatar has previously been involved in efforts to facilitate talks between the two countries and ease tensions. Its role could therefore be important this time as well.
So far, there has been no confirmation from the US that it has accepted the proposal. Whether the two countries move towards negotiations or tensions persist over the conditions will become clear after the US completes its review.
